Questions to the Technical Secretariat of the Organization on the prohibition of chemical weapons (OPCW):

1. What kind of assistance has London requested from the OPCW Technical Secretariat?

2. Does the Technical Secretariat intend to share the information provided by the British side in due course with the Executive Council and thus, with Russia, in accordance with the Paragraph 38 (e) of the Article VIII of the Convention (technical assessment in the implementation of the provisions of this Convention, including the assessment of scheduled and unlisted chemicals)?

3. Has the British side directed to the Technical Secretariat any additional information on its national investigation (operative, medical, legal, etc.)?

4. What exactly is the British side asking the Technical Secretariat to confirm: the use of the nerve agent only, or use of the agent "Novichok" in the western classification?

5. What kind of data and material evidence did the British provide to the Technical Secretariat (samples, results of their own analysis of samples, other evidence)?

6. Who led the OPCW team of experts visiting the UK? What specialists were included in it? How long did they work? Who did they interact with?

7. What was the sampling procedure, has the CWC's basic principle – the chain of custody – been observed when conducting the investigation?

8. In which laboratories will the British data be rechecked, given that the British media are widely replicating the version about carrying out of such work in 20 laboratories of 16 different countries?

9. How long will it take for the Technical Secretariat to prepare an appropriate conclusion?

10. Did the OPCW Technical Secretariat let the UK to disclose the investigation materials to the EU countries (according to available information, France has fully joined the investigation)?

11. Has France notified the Technical Secretariat or any member of the OPCW of its access to technical cooperation with the UK on so called “Skripal case”?

12. Did France convey the results of its own investigation (if it has been conducted) to the OPCW Technical Secretariat?

13. Could the OPCW Technical Secretariat provide Russia with the materials of the French investigation to study the findings? If not, why?

2. Which specific antidotes and in what form were the victims administered? How didthe British doctors at the scene of the incident happen to have such antidotes in their possession?

4. Has the United Kingdom notified the Organisation for the Prohibition of Chemical Weapons (OPCW) of France’s involvement in the investigation of the incident in Salisbury?

5. What does the incident involving two Russian citizens in the United Kingdom have to do with France?

6. Which norms of British procedural legislation allow for the involvement of a foreign state in a domestic investigation?

7. What evidence was handed over to France for testing and to conduct its own investigation?

8. Were French specialists present when biological samples were collected from Sergey and Yulia Skripal?

1. On what grounds did France become involved in the technical side of the United Kingdom’s investigation of the incident in Salisbury?

2. Has France officially notified the Organisation for the Prohibition of Chemical Weapons (OPCW) of its involvement in the technical side of the investigation of the incident in Salisbury?

3. What evidence did the United Kingdom hand over to France as part of the technical side of the investigation?

4. Were French specialists present when biological samples were collected from Sergey and Yulia Skripal?

5. Did French specialists conduct their own tests of the biological samples collected from Sergey and Yulia Skripal and, if so, at which specific laboratory?

6. Based on which attributes did the French specialists conclude that the chemical warfare agent of the Novichok type (in accordance to British terminology) or its analogues were used in this case?
