Important! Please be advised that there are virtually two not interconnected terminals of ‘Sheremetyevo' and ‘Pulkovo' airports namely Sheremetyevo-1 and Sheremetyevo-2, Pulkovo-1 and Pulkovo-2. Terminals numbered 2 are for international flights only. Those numbered 1 are basically for domestic flights, but also serve some international arrivals/departures and have available separate transit zones as well as immigration and customs. Therefore, those foreigners making a transfer between two terminals (mostly flying via Russia to the CIS states with a stopover in Moscow or Saint-Petersburg) are required to obtain transit visas. 24 hrs TWOV rules are not applicable to these cases, since passengers have to leave the transit zones. Please seek your travel agent's assistance to make sure whether you have or not to make such a transfer.
